Music on Hold License

Hi All.
The Irish Music Rights Organisation (IMRO) has been charging a client of ours for the standard 3CX Music on Hold here in Ireland. IMRO do not seem to accept that this music is royalty free. Does anyone have a definitive link that can be sent to IMRO to prove this to them as the client wants to reclaim what they have paid?
