not receiving sms from whatsapp

we are using Twilio mobile number. we are able to successfully make and receive calls.
we can also successfully send and receive SMS's. However, for some strange reasons we won't receive sms's when we want to setup whatsapp for business.\

not sure but could it be something to do with Twilio webhook.

Appreciate if anyone has any trouble shooting idea?

You need to ensure whether the SMS does reach the PBX.
Is the number configured in E164 format?
Also when making the test, are you always using the same number to sent the SMS for testing?

yes. it's in E164 format. I don't know what is or how whatsapp sms'ing?
basically, I am trying to set up whatsapp for business and I need to receive a sms from whatsapp to twilio mobile number..but I never receive the sms.
