I reviewed the 3CX migration article:
https://www.3cx.com/docs/switch-hosted-pbx/
and I just want to check/verify that after step 1, downloading a full backup from the original Google Compute hosted install, I would need to be shut that down before proceeding to step 2, initiating the migration to 3CX hosted in the 3CX portal? Both the original and new instances cannot be running at the same time correct?

That would be ideal. You can just STOP the machine in Google, and then use your backup during the installation process in the Hosted by 3CX instance. Once the machine is up and running it might take you a few minutes to resolve the correct IP address to the FQDN (DNS propagation delay).

If you use Google's DNS services then you are good to go from the get go.

Once all is running smooth in the new environent, then you can proceed to delete the Google instance.
