I have multiple sites that have SBC's installed and connected to the same 3CX in the cloud. If I provision a phone at my site behind an SBC, will have have to re-provision the phone if I ship it to a second site that has its own SBC? I want to pre-provision everything at my site and then ship the phones to other sites and all they have to do is plug it in.

As long as the SBC IP provisioned under the extension's page is the same as what is onsite, then no.

the phone will talk to the PBX via https and proxy via the SBC.

If the phone is a supported device, just ship the phone to the site without any config.

When the phone is plugged into the network, it will appear within the 3CX management console where you can assign to an extension.

So if both SBC's are using the same IP address at each location, then it will automatically work? Is the SBC's ip stored in the phones internal config, or does it broadcast every time it starts up to find an SBC?

It's a new Yealink T46s so yes. There is an existing Snom PBX that is being retired so I don't want that to auto provision the new phone. I have PNP turned off on Snom but just want to eliminate any potential problems.

I don't see why this should not work, it indeed theoretically should work just fine. Worse case scenario you could have the user long press the OK button to factory reset it and then use PnP to reprovision them once they come up in the 3CX Management Console >> Phones section.
