Anyone with access to the admin portal has full access to all user recordings. Is it possible to restrict this to a certain group?

Using the Webclient you can give them access to their group recordings only. Make sure the user is in only the groups you want them to have access to.

They can still see users outside the group.

Users yes, and no that would be through the Webclient, not admin. It's under the Rights tab of the extension.
