Solved Intercom does not work on some phones

I have a PBX with 60+ extension. All of the phones are set up in stun mode. The operator answers all calls that come in and forwards them to the appropriate ext. She likes to intercom into an office and tells the person that they have a call parked. The problem that I am running into is that most of the phones intercom with no issues. I have a few phones here and there that will not intercom. I have tried changing group permissions, reprovisioning phones, setting up new groups, restarting services, rebooting the server, ect.. Has anyone else experienced this issue? If so what was your solution?

The PBX is V16 below SP1 and is on Debian Linux.
All of the phones are Yealink T29Gs
 
The target phone of the intercom, can you hear what is being said on the other end? or any other sign of an incoming call? dnd is not on. I assume you are using *9 ext number.
 
They are using *7 ext number. The call shows up on the target phone as if it is going to start the intercom and just drops from the phone. DND is not on.
 
Don't remember if there's any maximum number of extensions being in intercom simultaneously
 
Its even when its just one phone at a time.

Can the operator reach those extensions normally by dialling their ext. no. ?

Is the operator the only user that has "Can Intercom" ?
 
Yes, she can call them normally.
 
and no others can intercom as well.
 
The affected extensions, are they logged into the 3CX client or are they provisioned on any other device also?
 
Are these 60+ sets, using STUN, at the same location as the server? All at one site?
 
It ended up being that they had their clients in softphone mode.

Yes they are in stun mode all at one site. they all have different SIP and each has 20 RTP ports.
